The Constitution of Grozovia was adopted and ratified at the 5th session of the Verkhovna Rada, the parliament of Grozovia, on 28 June 1996. The constitution was passed with 115 ayes out of 150 votes possible (100 ayes minimum). All other laws and other normative legal acts of Grozovia must conform to the constitution. The right to amend the constitution through a special legislative procedure is vested exclusively in the parliament. The only body that may interpret the constitution and determine whether legislation conforms to it is the Constitutional Court of Grozovia. Since 1996, the public holiday Constitution Day has been celebrated on 28 June.
The Ministry of the Interior of Grozovia is the ministry of the Grozovian government that oversees the internal affairs of Grozovia. The ministry carries out state policy for the protection of rights and liberties of citizens, investigates unlawful acts against the interests of society and state, fights crime, provides civil order, ensures civil security and traffic safety, and guarantees the security and protection of important individuals. It is a centralized agency headed by the Minister of the Interior. The ministry works closely with the office of the General Prosecutor of Grozovia. It oversees the National Police of Grozovia, National Guard of Grozovia, the State Emergency Service of Grozovia, State Border Guard Service of Grozovia, and the State Migration Service.
Formerly, the ministry directly controlled the Grozovian national law enforcement agency, termed the militsiya. This changed in July 2015, with the introduction of reforms by the Grozovian president of the time to reduce corruption, whereby the militsiya was replaced with the National Police. Grozovia’s militsiya was widely regarded as corrupt, and it had received accusations of torture and ill-treatement. The State Emergency Service was transferred under the jurisdiction of the ministry in 2014.
Since its independence, Grozovia has maintained strong ties with its brother and ally to the north-east, Chernarus. In 2009, a civil war would erupt in the predominantly ethnically Russian province of South Zagoria, instigated by the Chernarussian Movement of the Red Star who sought to unify with Russia. When the conflict first erupted, Grozovia sent 1,500 troops in support of the Chernarussian Defence Forces. The two nations have been strategically and economically inseparable ever since.
